Mr. Jones is the Senior Advisor to the Acting Chief Information Officer (CIO), Deputy Chief Information Officer CIO for Policy and Planning and the Acting Chief Data Officer for the United States Department of Agriculture (USDA). He is responsible for leading the Department’s implementation of the Office of Management and Budget (OMB), M-13-13, Managing Information as an Asset, Open Data Policy. Mr. Jones completed a one-year assignment for the Executive Office of the President (EOP), OMB E-Government Office, where he worked on a number of policy and program initiatives; interacting with other EOP Offices and federal agencies. Mr. Jones led a team to redesign, develop, test and implement the Integrated Data Collection (IDC) application, which is being used as the central repository for federal data collection.
Mr. Jones served as the Director for the Information Technology (IT) Governance Division at the USDA/Natural Resource Conservation Service (NRCS). He directed the planning and implementation for Capital Planning, Investment and Control (CPIC), Program Management, Enterprise Architecture and the IT Budget.
Mr. Jones also served as the USDA Chief Enterprise Architect and was responsible for developing, implementing and maintaining USDA’s Enterprise Architecture in accordance with federal requirements.
He served as the Chief Enterprise Architect for the Department of Homeland Security (DHS) Federal Emergency Management Agency (FEMA) where he supported the victims of Hurricane Katrina and developed and implemented FEMA’s Enterprise Architecture. Mr. Jones served on the International Council for Information Technology in Government Administration (ICA) Enterprise Architecture Study Group, where he collaborated on best practices for enterprise architecture and data interoperability with representatives from several participating countries.
Prior to joining FEMA, Mr. Jones served as the Chief Enterprise Architect for the National Oceanic and Atmospheric Administration’s (NOAA) National Weather Service (NWS). He also led numerous software projects for the Department of Defense, US Air Force, Oklahoma City Air Logistics Center, B-1B Aircraft Program. He received a Master of Business Administration degree from Oklahoma City University, and a Bachelor of Science degree in Computer Science from Grambling State University.
Mr. Jones is a Certified Enterprise Architect, with certification from the California State University, in association with the Federal Enterprise Architecture Certification Institute, as well as a certified Project Management Professional (PMP).He is also a senior fellow of the Council of Excellence in Government.
